This is a cold weather cover that can be used with baby carriers and strollers. The inside is fleece and warm, and the outside is nylon, so it should repel light rain and snow. There's also a pocket in the front, which was warm for me to put my smartphone or hands in. I used it to pick up and drop off my older child at kindergarten, and I didn't use it with a stroller, so I don't see any major stains or scratches.
