This is a strap featuring Alice in Wonderland from Disney. I received it as a gift, so I don't know the details, but I believe it's a souvenir from Tokyo Disneyland. It has been displayed, so there is some fading and wrinkles on the ribbon. I plan to get rid of it if I can't find a buyer.
