Educational toy with character illustrations, Tottoko Hamutaro TV-PC. Runs on 4 AA batteries. No AC adapter. This was used by a child a long time ago. I re-tested it and both video and audio output worked. The mouse buttons needed to be pressed firmly. The keyboard, ESC, ENTER, and cursor keys worked. I didn't check the others.
