This is a soft vinyl figure of a Power Rangers villain. I don't have much information, and I've only learned from image searches, so please forgive me if I'm mistaken. In Japan, a sentai (super sentai) series called "Kyoryu Sentai Zyuranger" was brought to America and broadcast as "Power Rangers." It became popular, and this is a soft vinyl figure sold in America (I'm not confident about this). If you can identify it from the photo, please consider purchasing it.
