This is a red and gold obi締め (decorative cord for kimono). It has a pattern made with gold thread, giving it a華やかな (gorgeous/vibrant) impression. It can be used with a wide range of Japanese attire, such as formal visiting wear (訪問着, houmongi) and semi-formal wear (付け下げ, tsukesage). When tied, the red and gold colors will appear on either side. The paper wrapping on the tassel has been removed, but it is an unused item. Although unused, it has been stored at home.
