This is a men's half-kimono undergarment from Isoi no Michi. The collar can be easily replaced, and it appears to be designed to prevent the garment from coming undone with Velcro closures. It seems it can be used as is, or with attached sleeves sewn on. The main body is made of cotton and can be washed at home. The replacement collar appears to be "golden brown." It seems to be a good quality item, with a combined retail price of around 10,000 yen. I apologize, as I don't have much knowledge of men's kimonos.
