This is a petticoat made of 100% cotton with plenty of flare. The color is off-white. The fabric has a slight stiffness, and when worn under a skirt made of light fabric, it can give the skirt a little fullness, like a pannier. There is a gathered seam in the middle, and the seam allowance looks like a frill. Upon inspection for the listing, I found two spots where extremely thin, dark-colored threads were woven into the fabric, as shown in photo 9. This is from the manufacturing process, and I think it will be unnoticeable when worn, so please understand. Other than that, I don't think there are any other damages or stains, but please be aware that this is a personal inspection.
