This is Mike from the Thomas the Tank Engine wooden railway series. I purchased it from a used goods store, disinfected it thoroughly, and stored it, but I couldn't find a replacement for the coal tender, so I'm giving up and putting it up for sale. As it is a used item, there are some paint chips and scratches, but there are no particular problems with playing with it. I will wrap it in bubble wrap for shipping.
